The specs say the minimum shutter speed on the x20 is 30 seconds but when I shoot I can only go down to 1 quarter of a second. Is there some other setting that is interfering?

I know on its bigger siblings (X100, XT1) you've got to select T on the shutter dials, otherwise you're limited similarly to 1/4 second... so in your case, it may not be a physical knob but it's a setting somewhere.

Hmm on the X10 I can only get 30 secs in Aperture priority mode (all set for single shot) otherwise its 4 secs

On my X10 I only get 30 secs@ISO100 - in either A, P, S or M mode.
30s max.@ISO100, 15s@ISO200, 8s@ISO400, 4s@ISO800, 2s@ISO1600, 1s@ISO3200 , ...
In other words: t(max)=3200/ISO*sec, give or take.

Some of the limit are because the camera is in a semi automated setting, eg P mode. mine appears to have the 30 second limit in all modes, though I couldn't test it out fully because of the light

Just use your lens cap and half-press the shutter release button to see the shutter times on the LCD or in case of your X20 the OVF.
